'54 Jubilee PTO Problem

When I restarted my Ford Jubilee this afternoon after taking a break from bush hogging, the PTO lever seemed to be stuck straight up and down. The PTO is neither completely in nor out of gear. When I release the clutch, I can hear the gears that drive the PTO rubbing like when you try to put a manual transmission into reverse before you have stopped moving foreward. The PTO lever won't budge. Does anyone have a simple solution?
