Hi I got arms from a wrecker for my county 954 i think they came from a 5200 or 5600 it was about 10 years ago now, so not sure exactly. Sounds like the same cable part you need was messed up. if you call ford and it's still available sit down when you get the price. I needed the cable and the lift up handle to pull it, and the little lead crimp bit to hold the cable to the handle. it was over $100 for 3 small parts then. I never restored it, and said when i do I'd make the parts for less. if you got patterns from the other arm some of it's not that hard to do with a bit of thinking. I made the cable part back then with a piece of cable from a car brake system with one end crimped on already to fit the lock. i figured how to make the crimp for the other end, now just need to make the handle at some point and Finnish it. or just sell the tractor as i don't have time or money to restore it properly now L.O.L.
Just checked now on CNH online parts it was a 5600 for my style arms. Go check that book online and it's in the hyd section under rear linkage heading.
