Here in MN you are required to get it out because of pollution concerns. I don't remember how long they give but it isn't much. If the state has to fish it out they are supposed to bill you for it and they will withhold any state tax returns to pay the bill if they can't get it any other way. We have had 5 or 6 go through this winter in a 2 county area. Before anyone thinks about ice diving used in rescues it's really recoveries. Once someone goes under the ice with these temps they only have a couple of minutes at most. Unless a diver is right there, suited up and ready to go there is no rescue. Now if they have their heads out of water others may get them out but with the clothing people wear on the ice most often they just go under.
And yes, a vehicle that goes into the drink is considered totaled. If you go to http://tri-statediving.com/ and look at the pictures you will see one recovery in shallow water where pickups with 5th wheel campers and a semi and trailer went through. Bad ice that year and they were on the ice for snowmobile races. DNR had told them not to part on the ice, that it wasn't thick enough for rigs that heavy.
