Your best bet will be to try and find someone to take it. They should at least pay for the sand if you give them the fuel.
This will depend on what condition the fuel is in. If it is still good not a problem. If it has some water in the bottom of the tank it may be full of algae.
If you need to haul it off you can put it in plastic or steel drums as long as they seal tightly. Since a 55 gallon drum is not a bulk container by DOT rules you can haul as many drums as you need to at one time as diesel (fuel oil) is not regulated by DOT in non-bulk containers. It will weigh 7.3 lbs per gallon give or take a little as the weight changes as the temperature changes. The colder it is the heavier it will be but the less room it will take up.
Worse case scenario; The fuel is bad and you need to pay to dump it at a disposal site.
