They're called "redistributable" because MS allows third-party software developers to distribute them along with third-party software without paying additional licensing fees.
Compiling a computer program is a two-step process: First the pieces of code are compiled into executable object files. The object files are then linked together along with any required libraries to form an executable program. Libraries may be linked statically or dynamically. Static linked libraries become part of the executable program, making it quite large even though the program may need only a small part of the library. Dynamically linked libraries are linked at run time. Not only does this make the program smaller, it makes it much easier to patch a library bug; you just have to replace the library (.dll) file rather than recompile and relink the whole program.
