Ford 600 Brakes

I recently had a leak in the rear axle
seals and replaced the hub seals.
This solved the leaking problem,
but I can't get the shoes to brake
effectively or quietly.
I've used a couple cans of spray cleaner
on the shoes, but wondered in anyone had
a better solution. Thanks,
