Indiana has passed laws to cut down of thieves stealing catalytic converters, copper especially from AC's.
Anyone buying scrap or pawn shop buying things has to have a photo of your driver's license. One pawn shop owner refused to follow the law, he was buying stolen items. The cops put him out of business. Took all the items in the store, his checking account, many items he had at his house too. Cleaned him out for being a fence.
