Also did you get the transfer pump eccentric back in the correct rotation??? The high pressure side will pump Clockwise or Counter clockwise. The little vane transfer pump eccentric has to be put together correctly to pump. This pump pre-charges the high pressure pistons. If it is not pumping the high pressure plungers will not work.
You can check the transfer pump rotation without taking the pump off or clear apart. Just remove the fours screws that hold the back pump housing on and check the direction you have it set to pump in.
