It sounds like you are describing a safety switch that requires the transmission to be in neutral. My family has an old ford 3000 that had this problem. The switch just wore out. After getting tire of fooling around with it, we shorted it out and got back to work. That was about fifteen years ago. Good luck, Keith R.
