Unless it's been sitting with water in the cylinder and is really growing flaky rust, might try soaking it with rust penetrant, then give it a few gentle wacks with a wood block, scrape it, sand it, wire brush it. Bolt the head back down to keep the liners from coming out, see if it will break loose. If you can get it turning through, get it running, it should clean up without having to pull the piston or hone it.
