Farmall "C" govenor problem

I recently installed a rebuilt carberator on my tractor. The tractor runs much better but the govenor started hunting. I adjusted the surge control as far as it will go and it greatly improved the hunting but it still hunts under a heavy load. Does anybody have experience with tis problem?
