Does it have a tubular steel or cast-iron front axel? The cast-iron axel was standard on the industrial model. The mention of a possible connection with blue paint, use at a naval dock yard and the letter-stamps on everything (the military seems to put some sort of ID mark on everything)may go with IH painting a bunch of them blue for the Navy and dock-yard use.
