Pennsylvania called up the reservations in New York a few years ago and asked for their records of all cigarettes shipped to a Pennsylvania address. Once it was received they went through tax records and looked for anyone who mail ordered from the reservations without reporting it and slapped liens on anything they had. Some people were upwards of 50 thousand.
Lesson: make the drive. Pay cash. They can't do anything about it if it's bought on site and there's no record with your name on it.
