Don't have all the facts, hard to believe it ended like that, but from what I read, public safety was a concern, sad all the way around when a herd has to be put down. Again, don't know all the facts. Reminds me of a neighbor who got harsh with us, when having to put a gravely injured horse down, that person did not know all the facts. Was hoping for a better outcome, still cannot believe they went across the Hudson River, that was probably the time to get them, if there was a chance to do so.
