1970-1655- Sorry about being a couple of days late posting.
You had asked about your seeds not germinating of if they did sprout they would soon shrivel and die.
Below I posted a pic of seedlings I started from seeds. It was just a whim as I had already started all my other seeds. These plants were started from Bell peppers I bought at the store. They were in the 'three pack' 1 red, 1 yellow and 1 gold. I dried the seeds and planted them in some extra peat pods I had laying around. I kept the soil warm and once the seed sprouted I put light on them, 24/7.
These are experimental to see if they produce what their parents looked like.
Below is how close I keep the T-12 bulbs to the seedlings. Plants are not tall and spindly plus, they have developed strong stems.
It's kinda late in the season for me to start seeds but since I had them I wanted to see what happens.
I hope this may help you.

The year was about 1967 and my father found a good used Ford 601 tractor to use on the farm instead of "Bob", our old mule. Now my grandfather had had this mule since the mid 40's and he was getting some age on him. S
