Yup. Some of those new Lieutenants need to travel a few rough roads before they start to get the idea.
One story I've always liked was told by a newly commissioned Army 2nd Lieutenant. He and a group of other newly commissioned Lieutenants were in an engineering class. The instructor posed the problem to the class as to how they would go about erecting a new flag pole in front of the base Admin building.
The Lieutenants all dug in, and using their newly acquired engineering knowledge computed the pressure of the prevailing local winds against a pole of a certain height and diameter, the amount of concrete mass in a base to support a pole of given height, etc.
When the last student had turned in his calculations, the instructor tore them all in half and threw them into the waste basket by the podium.
He told the class, "Gentlemen, you're officers now. The correct response to my question would have been to call your platoon sergeant and say, 'Sergeant, see that that flag pole gets put up'".
