Find the wire going to the sending unit. With the ignition on, ground the wire. The gauge should read full, remove from ground, the gauge should return to empty. (Some work backward). This test will prove the dash unit is good. Also make sure the tank and sending unit housing are grounded.
If the gauge did not move, check for voltage to the dash gauge. Most are 12v but some use a regulator to reduce the voltage, but there should be some voltage to the gauge. Again ground the sender wire. If the gauge has power, and the sender terminal is grounded, it should move. If not, the dash gauge is bad.
