An easy diagnosis of too lean is to partially choke it, see if it runs better. If so, it's too lean.
If it appears to be lean, best to catch it in the act. When it does it, be ready to quickly pull the drain plug on the carb, catch the fuel that drains in a clean container, look for trash or water. But main thing to check is the volume of flow. It should start as a full flow, then slow as the bowl empties, but still have a stream, not slow to a drip. If it slows or stops, there is a restriction, or the tank is not vented, or possibly vapor lock if the fuel line is too close to the exhaust.
If the problem does not appear to be from too lean, same thing with the spark, catch it in the act. Be ready to check the spark when it acts up. Check it at the coil and at the plugs. Loose distributor bushings can cause strange symptoms. The points will not stay set if the bushing is worn. Also check the voltage at the coil, be sure it has the right coil/resistor (if equipped) combo. If the coil is wrong, it will overheat, over amp the points, or have weak spark.
