That fitting is part of the bleed system for letting that reserve tank fill up,,I remove these every time one is in the shop, they will make no difference in operation, and are a constant leak point. unbolt and remove the tank,pull the large hose off the cooler and reinstall it onto the fitting coming off the top of the pump, follow the little plastic line back to the rear of the engine cut and cap it with a small bolt/clamp. After you get all that removed and the oil out of the radiator your tractor will run much cooler, if you don't have a long enough hose to re-connect be sure to get "oil" hose,, heater hoes will not work..
