If you put it inside, use a piece of 4" plastic pipe as a sleeve for the hydrant and fill it with gravel when you backfill, and pour the cement around it. If you do have a problem you dig on the outside of the building, let the gravel fall out and unscrew the hydrant. When you pour the cement you can paw out about an inch of gravel and put a little cement on top, so you can trowel just over the top of the pipe and it looks like floor. If you have trouble then you only have to break out the thin ring inside the sleeve. A lot of gravel where the pipe goes under the footing makes it a lot easier to dig out next time too.
