I say hogwash. During the winter months in the Midwest we go for long stretches of gloomy weather as in no sunshine. Sure there are areas like the southwest that are typically sunnier but that won't be enough. We are within sight of a bunch of windmills. Every once in a while they're stock still. I joke that no one needs electricity at the time. The last part of the link cancels credibility to the rest, to me.
