Gathering bits and pieces from your post and your replies it sounds like you want to build a second residence on a lot zoned for single family residences. The structure will be a "live-in garage" with over over 1200 square foot of living space on a 24 x 36 (864 sq ft) foundation (two story or three story?), without applying for any building permits or following any building codes you don't agree with? Are you trying to avoid installing a septic field for the second residence?
