No, it doesn't really work that way. But, in order to replace the head gasket, the valve cover would have to have been removed, and most likely the manifolds were removed too. Which means those gaskets should have been replaced.
A couple of possibilities, the old gaskets may have been reused. Not a good practice, but occasionally the part comes off without tearing the old gasket and you "might" get by with using the old one.
Another possibility, the gaskets were replaced, but the surfaces weren't properly cleaned, the bolts weren't properly tightened, the gasket was improperly installed, or there was a problem with the part that wasn't corrected.
Depending on how long ago the head gasket was replaced, and depending on what is actually leaking, those type leaks might be covered by a reputable shop. But not actually seeing what is leaking and why it is hard to say.
If I did a head gasket job, and had leaks, it would be my responsibility to at least look at it and see if it were something I had done wrong. Not just say "I only replaced the head gasket"!
