Generally means you're getting either too much air - or too little gas through the carb.
Too much air is tough to do - unless the carb's loose - so that's unlikely.
That leaves not enough gas - which means something's plugged in the carb.
Because it's getting enough gas with it choked, you know the supply line is capable of supplying enough gas TO the carb - so don't worry too much about blockage in the tank or line.
I would just yank the carb and clean it out good. But I'd be more comfortable doing that with a new gasket set on hand, in case something rips (which will ALWAYS happen if you don't have replacements!)
