When mine hovers, it's because the pan hasn't quite reached the end of its travel. (Far enough to reset itself) It can still give a light bale something of a kick, though. Using the hand lever, trip the kicker empty at 540 rpm, then low rpm, and see if it makes a difference.
The other possibility is the trip cam adjustment, a lot to type out, and you'd really like a picture, but both should be in your owner's manual.
