Every now and the I have occasion to poke at some paint with my pocket knife, where it looks like the paint is not as flat as you would want it. I almost always get a big flake up and find a lot of rust under it. That shiney coat of paint provides a great environment for rust to work, because the moisture is held in. There are many phosphoric acid based rust converters out there that will convert the little bits of rust that are left over into inert iron phosphate. The iron phosphate acts as a primer in itself. You want it to penetrate fully into any pits that the rust is in so get one that is watery thin. use whatever brand you can readily access.
