All new cell phones have come with GPS availability for years. In general or most cases, the user can disable it. Phase I 9-1-1 calls are cell phones without GPS that are triangulated using three cell towers to get an approximate location. Phase II using older GPS about the size of a city block. Phase III using far more advanced GPS in the cell phones of today, about 10 feet. A few years ago, some big shot from Chicago made national news for being fired for golfing every day instead of working, using his company cell phone's GPS records that put him on the links instead of behind his desk.
To your point, for example using biometrics which is being kicked around, some are suggesting eye-ball/pupil and/chips containing GPS for identification. Get your dog chipped, lose it, any vet uses GPS to track the dog down. Remember a few years ago when Coke had some sort of contest going on and put GPS on cans to track them? Apparently, not that expensive to do. There are some states, Oregon being one of them proposing using GPS on vehicles, like OnStar to tally up mileage and tax people for driving, and not mentioned, know where you and I are at all times. Attorneys are using the transponders in vehicles that were intended to be used for paying tolls on interstates to catch cheating spouses that clearly weren't where they claimed to be. Cameras are popping up everywhere, not just at every intersection in every big city. They are popping up on interstates as well.
Some say this technology is good, but others like myself see bad leaders abusing it for bad things. Hey, if a president can use the IRS to go after his political opponents and have a court rule no harm done, which did happen not so long ago, I trust no one in government at anytime, anywhere, which anything...and they earned my lack of respect for them and their families. Well earned.
