The fleas you see are adults, they only account for a small percentage of the problem, the biggest percentage is in the other stages of life (eggs, larvae, pupae ) mainly eggs though. Be very clean, meaning to keep animal bedding washed, vacuum/mop floors as much as possible. Fleas are parasites, so they need hosts to survive, if its not animals, then its you, keep your bedding and furniture clean too.
Some independents or experienced pest control companies may not be interested in treating for fleas. The reason is most consumers expect a single treatment and one time pay for service. Treating for fleas can be elaborate and involve a lot of labor for the customer on his end along with chemical treatments on the pest control end. This is similar to roaches, if you don't clean the place up they may be very hard to control.
Flea egg life cycle is up to two weeks, so if you are not taking care of the eggs you will see fleas in the next two weeks. Female fleas lay eggs all the time, every day and they will also fall off animals or hosts so they may be strung out wherever the hosts travel.
