I have a different perspective on this. I once lived in a subdivision (never again) and my neighbor had a pool and always had friends over. If they parked close enough to my mailbox that the postman could not reach his hand into my box he would not deliver my mail that day. Many people get their checks in the mail and if they don't get it then it can cause havoc with their lives. In my case I had received no mail for 4 days straight and when I saw the mailman drive past I went and asked him what was going on. He advised that they did not have to deliver to obstructed mailboxes. So if the box was obstructed he would not get out of his truck and place the mail in the box. (I am sure he did it for a while then got tired of it)
It took a while of complaining to the neighbor whenever we saw a car blocking the mailbox but eventually they all got the word.
