The morality of the issue notwithstanding, I kinda feel that what the two people involved do off the clock and away from the office is there business.
However, I experienced a situation where the top administrator was involved with a parish (county) Commissioner. Not a love affair, really---just two really trashy people, both married, who had no inhibitions about getting it on when the opportunity presented itself, on or off the clock. In itself, no real problem; the rub came when this Commissioner started getting favorable consideration for his district in the budget. His bridges got fixed when others didn't. They headed a governmental reign of terror that made everyone afraid to speak out.
Closer to my personal interest, another of the Commissioners began an affair with the secretary in my office. He spent hours hanging around talking to her, during which time she was obviously doing no work. She also began taking liberties, like going to get her nails done during office hours (or meeting him at a motel.) I had no real administrative control over her, and if I had spoken up I would have found myself looking for another job.
