This is certainly a statement on the integrity of the elected officials in your county. On the one hand, you have people that have low moral standards governing you. On the other hand, you are saying it is OK because the county was not harmed - as far as you know.....
First, I would say that a person is either honest or not. There really is no "gray area" in between. One who will cheat on his/her spouse will also break other laws or contracts. How can a public official be immoral in private life and moral in public life? That is a contradiction of terms.
Since you have been instructed not to make this public, I would honor that instruction. Not because you believe it is right or wrong, but because that is your instruction from your superior.
These people are cheaters in their personal life, so I would consider them to also be cheaters in public life. Whether or not damages can be proven or disproven, they are not people of integrity. Period.
