Same thing (water rates) happened here in SE Michigan in the Detroit Water Dept service area. Less water usage = rates went up. It gets even sillier. The Detroit Water Dept was owed millions by their residents for years. They just never paid. And the corrupt and/or lazy city government workers just never bothered to shut off accounts. Last year, after the bankruptcy, they started shutting off water. The hue and cry was global, protesters marching with signs that said "water is a right", "people can't afford it", "water is free", etc. Guess what? The majority of City residents came in and paid cash when they got the shutoff notices. I.e. they HAD the money but since word got around over the years that you could keep your water turned on without paying for it, those honest, upstanding citizens of Detroit (sarcasm) just ignored the bill. When they started doing the shutoffs, there were some guys that would follow the trucks around and right after the shutoff would turn it back on for you for $5 or so. It really hit the fan when the Dept. wanted to pass the costs for the "uncollectable" City accounts on to suburban customers. Now, they're lobbying for an "income based" formula for the cost of water which will never happen.
