I have a 8102 which is a 10 hp. I bought it with a broken rod, and it had set for a while. After I rebuilt the engine and got it running, and then engaged the pto, it wouldn't shut off. I talked to a dealer, and he said because of sitting a while, that sometimes happens, as I recall he mentioned something about a cone or something that causes the problem, but it has been a few years. What he advised was to put a screwdriver or punch through the u joint, and to bump the starter with the plug wire off, or better yet turn the engine by hand if possible. He did advise me to BE CAREFUL because if it was stuck hard enough, bad things could happen. I was able to free mine up that way. He also said if that didn't work, it would have to be torn apart. Sometimes in the spring the mower deck doesn't want to immediately shut off the first time I engage it. After using it and engaging and disengaging it a couple times it works fine. I don't actually recall if when it happens the lever moves easy or not. Did your mower set for a while? If not, and you use it regularly, yours might have a different issue than mine. Good luck.
