As JDIH stated valve could be hitting the piston. Also could be caused by the valves being set beyond zero lash so valve is being held open all the time. You would think anyone in an engine this deep could figure this out. But I have read post on here where a person pulled the head and replaced it and thought the valve train could just be bolted on and valve lash would be good. Now if the starter won't turn it the issue is most likely a backward piston or replacement piston has wrist pin at the wrong compression height.
