Hi if it's sat and wont run either there is air/water or a blockage in the fuel lines Providing it turns over good, and assuming the guys smart enough to know if it has fuel in it to start with. Trust me some guys aren't that smart! i Can charge those guys $45 an hour plus milage when they call me out after being told to check the tank first. L.O.L. The other option is the 384 i believe has an inline fuel pump rather than Rotary I think that came in on the later 270 type tractors shortly after this one. It could be the rack inside the injector pump the elements or both are stuck. it's not worth a lot if it's rough the 384 wasn't a good one when new. it was the first blue leyland tractor after the 4/65 orange Nuffield tractor, the main difference was the tin work style and color to the untrained eye.. But if a guy takes the side plate off the fuel injection pump and sees if the stop rack and pump elements move right . You could get lucky and get her running cheap if you can free the stuck parts off carefully. I have done this with several different inline style injector pumps. I think at $250 with current scrap prices you will loose out.
Apart from the motor which fits earlier Nuffield and Leyland based 3c jcbs I don't know how easy it would be to sell other parts either. It's not that common of a tractor compared to say a 0000 series ford of the same age, especially in North america. In the U.K there are way more of the leylands, But still not hundreds of thousands like the fords and masseys of the same era.
