Your not too far out on price. You did not say where your located at and that makes a BIG difference. Here in North east Iowa there is little to no interest for those type of tractors at any price. They are too little for most farmer types, even part timers, and the acreage guys are going to new compact utility tractors. So the TO 20 and 30s, 8N-9N,2N Fords just do not sell well at all.
I can understand the lack of attraction for a non live PTO, no power steering, and poor brake tractor. The good selling days of 15-20 years ago where driven by fellows wanting to relive their childhood when their Grand Dad/Father had these type of tractors.
I personally would not own one other than to resell it. I bought a JD 5210 in 2004 for $8000 with 2400 hours on it. It is a diesel, power steering, good brakes, SCV hydraulics, and differential lock. Plus it is EASY to get on and off of. It gets ran just about everyday.
This is not just happening to the Fords and Fergusons. Any of the letter series JD and IH tractors are struggling to hold much value or market demand. I can understand it too. My JD two cylinders are ran less than an hour or two each year anymore. I just physically do not like the "work" it takes to drive/use them anymore. My grand kids do not even look at them either. They want the newer JD 3020/4020s to drive and play with. When I am gone the family owned two cylinders will stay but the rest will be gone. I really should just sell them now but they are not worth enough to really fool with.
I have several that have almost new tires that I have thought long and hard about switching the tires to the newer tractors an putting the worn out ones on the two bangers. The tires are just dry rotting away now.
