Weak three point?

I have been using my three point scoop bucket on my Oliver Super 55 diesel quite a bit lately to move dirt, gravel, and sand around while I am building. I noticed that the 3 point doesn't seem to be able to lift a full load to the maximum height and sometimes barely clears the ground. It helpls a little if I rev the engine up, but it still won't top out. The scoop bucket is not that large it only carries a little more than a good contractor's wheel barrow. What do you thing it needs? I have check the fluid and it is to the full mark. Any suggestions? An empty bucket will travel to the top. One with material in it will stay up it I fill it in the top position. Also, If i help lift it manually it will go up too.
