Since it originally had a single hose, it is a single acting cylinder. Hyd pressure takes it up, gravity brings it down...
Take the line loose that you added, hold it over a bucket, try to raise the hoist. If oil flows from the top of the cylinder and the lift does not go up, the cylinder internal seal is bad.
When you operate the valve, can you hear the pump load? If not, there is no pressure going to the lift. If the pump loads you should be able to see the hyd hose jump if pressure is making it to the cylinder. Possible mechanical bind?
The hoses do not need to be purged of air, it will clear itself. May be a little jumpy first cycle, but it will clear up.
