Sure sounds like the flex ring. Most times it will have a strange idle , almost a galop to worn you of the problem. Simple fix. Pump is 40-50 years old. get it resealed and it should out last you. Dont let the big boys in the city hose you. Almost anything wrong in that pump can be repaired for 500 bucks or less. I strongly encourage you to make sure it is done by someone who has some experience with roosas and has a test bench. The guy repairing them on his pickup tail gate can get the job done most of the time. Its that once in a while train wreck that can be ugly. I see a couple a year in my shop that things didnt go smooth and now it gets costly. Better to spend a little more the first time and get done with a warranty. Good luck,,, Al
