Let me see if I am understanding this right??? The dogs seem to be going to cause your livestock trouble. This I understand very well. The trouble is your dealing with people that really do not under stand your concerns. They do understand that they have been threatened by their new neighbor. I can understand them feeling like your a crazy man talking about Killing their family pets.
So I think your going to need to approach this in a very different manner than your currently doing. Just bulling ahead with the attitude that your LEGALLY allowed to protect your livestock could very well back fire badly on you. If you really want to try to peacefully settle this then you need to have a third party contact them with your concerns. I would think a Sheriff Deputy or animal control officer. It more than likely can't be you at this point. If they are truly running to hide in the house they could easily feel threatened by you or just do not want to deal with you. IF you push this like you seem to be leaning it could back fire badly on you. These "city" people can have a very different mind set than you. They also can easily have assets to bury you in legal fight. Even worse for you is they can easily hurt you in public opinion. Most people are attached to their pets. So if you shot this dog fully legally you still can lose big. How??? You say you farm the ground around them, does this mean you own all the ground or are just renting it??? If your just renting it then are you 100% sure your landlords will view the dog issue the same as you????
I am far from a lawyer but I would bet that I could easily tie you up in court if you shoot this dog in broad daylight so it is common knowledge. How??? The crazy, threatening farmer just lured my dog onto his ground and shot my dog just because he hates dogs. IF the judge or the jury has little livestock knowledge or are animal lovers/rights people you could lose. I would not want to chance it today.
So I see two roads to go with:
1) The legal way with some type of law enforcement officer visiting the neighbors.
2) The three "Ss" What??? 1) Shoot 2) Shovel 3) Silence, and I do mean that, never even tell your wife and sure not post it on the web.
A person can't take any chances in today's media driven world. It is very easy to shape how you would look to the general public over this. The animal rights and lover groups have DEEP pockets an have shaped a whole generation against any type of animal killing.
