Watch the pressure gage on the dash (transmission pressure) when making a shift from high to low range to go right the gage should dip and come right back up. if it does not I would look at the right hand spool in the control valve.
The spools were a two piece arrangement with a snap ring in a groove holding them together, I have seen them fail and the spool pieces separate and the spool not move. If you get a cooperative dealer you can get a replacement but they are not shown in every parts book that uses that spool. That tranny was used clear up through the series from 450 through 850 so searching the books to show a breakdown of the spool may be necessary, the later model year books are most likely to show a pic of it, HTH.
