The typical Luber-Finer is a bypass filter that has a small orifice in the inlet fitting to allow a limited oil flow from the main engine oil gallery through it's filter, after which it is "wasted" back into the sump/crankcase.
So yes, it will get (slowly) filled back up at startup.
If mounted upright, it certainly doesn't hurt to fill it with oil before securing the lid. Or are we talking about a newer one with a spin-on filter?
In any case, unless you know the total crankcase refill capacity and start with that much in the crankcase, the oil lever will be DOWN after the engine runs long enough to fully fill the filter and canister.
