I had a simuliar problem and ended up rebuilding the whole pump. There are acouple of safty velves in there that could be one of the problems. As you hold the draft it keeps the valve shut.
My main problem was the lift woulden't lift haevy objects. and as I tore into it more I just replaced more. Most all parts you can still pick up cheap.
