Sellers on ebay want you to fill out feedback asap. If you do, then have an issue with an item, good luck getting results. So, I purchased 3 18v batteries and one was defective. Told the seller about it and seller wanted me to send them $8 and they would send me another one. I went to fill out the feedback on seller and clicked on negative. Then ebay steps in and wants me to work with seller first before ebay steps in. Well seller has decided to change their policy after I said I will return the defective battery and want a full refund. So seller told me to keep the battery and are going to send me another battery. I haven't got the battery yet. This is the first time I've gotten a bad battery off ebay.
Lesson learned, don't leave feedback. You can use it as leverage if you have a defective item. Fill out feedback, you can't change it, seller will do nothing and ebay won't step in either.
