It's hard to "shelter in place" when your in one of the many gun free zones our politicians have allowed to be created. Where is a child in a class room going to hide? Where is a patron in a movie theatre going to hide? I could go on, but you get my point.
In any case, I agree that being forced to take on an individual with a "high powered rifle" with a pistol isn't a best case scenario by any means. The thing is when it's the ONLY form of defense allowed, then what are you supposed to do. Personally I'd much rather have a weapon, and have a chance, even if it's a slim one, than to be totally defenseless and have absolutely no chance at all.
Unlike some that believe hugs, kisses, and flowery rhetoric will protect them, I know otherwise. That's the reason I carry a pistol on my person EVERY DAY, be it in the open, or concealed when I feel that it's more prudent to keep it hidden.
As far as fighting back "under fire", I hope and pray I will never have to do that. I know I have already had a gun pulled on me once, and thankfully had mine close at hand to counter the threat before any shots were fired. That being said, I have no doubt I could have hit the individual who drew on me should the need have arisen.
As the Navy taught me, you tend to fight like you train/practice. That's the reason I practice every chance I get and do so at not only ranges I would expect to engage a target, but also at further ranges just in case a situation like we're talking about arises. If I fire a decent sized 12 shot group at 50 yards, off hand, then I can dang sure hit a man sized target at 30 yards or less. At that range your hoping the gunman hasn't seen you yet, and that you can actually get a shot off when he's looking/firing in a different direction.
In the end think about things this way. Most gunmen are looking for a soft target, a target of opportunity. That's the reason they hit "gun free" zones as they know their intended victims will offer no resistance. If that same gunman knew that the chances of there being not just one, but a dozen or more armed individuals in his target group, don't you think he would rethink his plan a bit. Yes, the stress levels might be high, but all it takes is for ONE of the intended targets to make a hit, and the gunman's game is over. When half of them hit with even one shot, then he's down and as good as 6 feet under.
