Probably the inlet to the sediment bulb (from the bottom of the fuel tank) is partially plugged. Good way to check is, when it starts to stall out, pull the choke. If it runs OK with the choke partially engaged, it means you've reduced the air flow to match the restricted fuel flow. Take off sediment bulb fixture, flush out the tank, and give it another go.
In any event, its not something real serious, so I would probably buy it. Helpful buying tip- don't do anything to try to fix it until you've got it bought. More than one guy has fixed a tractor during the negotiating stage and ended up paying much more (or having it withdrawn from sale). "Typical rookie mistake". In fact, to avoid conflict, buy it and get it home before you do anything- so the guy doesn't feel like he's been hosed.
