If you know who stole it and they were convicted you can sue them in a civil suit. Problem is if you win and they don't have assets you can seize you won't get anything but aggravation. If you know someone who is good with social media you might be able to launch an attack on the DA at election time but that's only effective if he has opposition, idea there is to shame him into doing something. Track your costs in recovery and see if you can write them off of your taxes or collect from your insurance company. Sometimes a claim from the insurance company will cause action by the legal community or the thief, many insurance companies have lawyers on their staff and figure the more they use them the more they get for their money and the D.A or Sheriff finds it's easier to deal with the thief then the harassment from the insurance company.
