Probably "Buyers Guide" or other such delivery. Usually they pay next to nothing so get a lot of older retired people doing it and they hate traffic and usually like to do both sides of the road "illegal", at same time for expediency so it behoves them do do the late night thing. Had an elderly Aunt/Uncle who in their '70,s did exactly this. Worst part is they were risking a lot and didn't really need the extra cash. Both had University pensions and social sec.and never any kids. Go figur.
