IL has those mowers but they are for grass and small bushes along deep ditches,bridges,and guard rails.. Those larger pieces look to be cut with a chain saw. The railroad uses something simular to trim along the tracks but it is much heavier. Some twps have used those small mowers to trim tree overgrowth over the roads but they sling pieces everywhere. Those blades look more like a tiller than the horizontial blade bushog in your pictures.
