Frankly, I'm amazed tractors are not licensed. My tractors seldom are on the road because I farm one farm. All my trailers and vehicles are properly licensed and insured.
These BTOs run larger and larger and heavier tractors and combines for many miles on the road to get to their dozens of farms all across the county. Those manure trucks that are ALWAYS overloaded and spend 75% of their time on the roads don't even put taxed diesel in the trucks! Why aren't they paying fuel tax and registration? These fees pay to fix the roads they damage. If they're not paying for something they're using, aren't they as bad as a welfare case in the city?
I'd be fine with requiring a license plate and insurance on everything on the road - farm vehicles, amish buggies, and bicycles. I'd also be fine with getting rid of off-road tax exempt diesel and instead being able to get the road tax back on 95% of the fuel bought on your taxes. What's another option for funding roads? If you don't want to pay for roads, don't drive on them...
